Consider approving Resolution No. 2019-167 authorizing Change Orders #2 for the design-build contract for Camelot Landfill Scale House and Maintenance Facility project with Weaver Consultants Group, LLC and Anchor Construction, LLC; and take appropriate action

BACKGROUND:

In 2018 City Council awarded a design build contract to Weaver Consultants Group, LLC and Anchor Construction, LLC to permit, design, and construct a scale house and maintenance facility at Camelot Landfill. 

 

Since the approval, the City and Weaver Consultants Group and Anchor Construction along with assistance from the landfill operator, Camelot Landfill TX, LP, have worked reviewed and discussed the plans and site conditions at Camelot Landfill as they relate to the construction project. Along the way there have been changes made to the original design regarding the following:

                     Brought the scalehouse pad up to the finish floor height

                     Change in the electrical transformer and metering

                     Water pipe sizing, lengths and trench locations,

                     The addition of pneumatic vacuum delivery system at the scalehouse,

                     Changes in the location of the transformer for the site by Coserv,

                     Additional underground conduits for the scalehouse,

                     Deletion of large overhead fans in the maintenance facility, and

                     Alteration in the type of overhead door and subsequent modification of the sprinkler system in the maintenance facility.

 

The total amount for this change order is $100,258.17.

 

DISCUSSION:

Based on these changes and much discussion, Anchor Construction revised the cost of the project to the satisfaction of the City and Camelot Landfill TX, LP.  The new contract cost is $5,804,032.17.  The City of Farmers Branch is obligated to pay up to $5,500,000 per the 3rd Contract Amendment to the landfill operations agreement with Camelot Landfill, TX LP.  Camelot Landfill, TX LP is obligated to pay for any additional costs. Republic Services, the parent company of Camelot Landfill TX, LP, has operational mothballed their Lewisville Landfill.  They have diverted most all waste haulers to Camelot Landfill to provide additional revenue to the City of Farmers Branch to help fund the design, permitting, and construction costs associated with this project.  Certificates of Obligation were issued for the construction of the new fire station and the Camelot Landfill project in an amount of $11,000,000.

 

FISCAL IMPACT:

3. Unbudgeted Financial Impact - Republic Services pays City for all project costs above $5,500,000

 

RECOMMENDATION:

City Administration recommends adopting Resolution No. 2019-167 authorizing the City Manager to execute change order #2 with Weaver Consultants Group, LLC and Anchor Construction, LLC.

 

POSSIBLE COUNCIL ACTION:

1. I move to approve Resolution No. 2019-167 authorizing the City Manager to execute Change Order #2 for the design-build contract for Camelot Landfill Scale House and Maintenance Facility project with Weaver Consultants Group, LLC and Anchor Construction, LLC for an amount not to exceed $5,802,684.49, and amend the budget accordingly.

2. I move to approve to approve Resolution No. 2019-167 authorizing the City Manager to execute Change Order #2 for the design-build contract for Camelot Landfill Scale House and Maintenance Facility project with Weaver Consultants Group, LLC and Anchor Construction, LLC for an amount not to exceed $5,802,684.49, with modifications.

3. I move to table the issue for further study or take no action.
