BACKGROUND:
In alignment with the Farmers Branch Trail Master Plan and the Regional Veloweb, the City desires to construct a trail from the Farmers Branch DART station on Denton Drive to the Campion Trail in Irving. The project is partially funded by Dallas County, and the funding agreement mandates a constructed connection to the Campion Trail. To create a safe connection to the Campion Trail in Irving requires going to a signalized intersection at Valley View Lane and the 635 feeder road.

The Westside Art Trail is a 3.3 mile, 10'-12' wide trail that will provide a multimodal connection between Farmers Branch and Irving. The project will traverse the west side of Farmers Branch running through the Mercer Crossing Development as depicted as Exhibit A in the attached Interlocal Cooperation Agreement. Both cities, Farmers Branch and Irving, desire to take advantage of the proximity of the Campion Trail and Westside Art Trail by connecting the two trails in a manner that would allow residents of each City to access and use the Trails in a continuous and seamless manner.

DISCUSSION:
The Interlocal Cooperation Act authorizes any local government to contract with one or more other local governments to perform governmental functions and services under the terms of the Act that could be performed by any of the said local governments. This Interlocal Agreement sets forth the terms by which the Trails may be connected to each other, operated, and maintained.
