Consider approving Resolution No. 2019-187 authorizing the City Manager to negotiate and execute professional services agreements with Pacheco Koch Consulting Engineers, Inc. in the amount of $66,000, for professional engineering services and D&S Engineering Labs, LLC for professional geotechnical investigation services in the amount of $6,000, relating to the design and construction of an event center at the Farmers Branch Historical Park; and take appropriate action

BACKGROUND:
On November 12, 2019, City Council approved a contract with O’Brien & Associates, Inc. for architectural services relating to the design and construction of an event center at the Farmers Branch Historical Park. During the presentation of this project, staff mentioned the need to hire professional engineering services and professional geotechnical investigation services as part of the design process, and estimated the total fees for all three services at $200,000.
The previously approved contract for architectural services from O’Brien & Associates, Inc. totaled $125,000. Pacheco Koch Consulting Engineers, Inc., and D&S Engineering Labs, LLC are the two companies recommended to fulfill the needs of professional engineering services and geotechnical investigations services. The proposed contract for Pacheco Koch Consulting Engineers, Inc. for professional engineering services is not to exceed $66,000. The proposed contract for D&S Engineering Labs, LLC for geotechnical investigation services is not to exceed $6,000.
Professional engineering services provided by Pacheco Koch Consulting Engineers, Inc. are expected to be completed within eleven (11) weeks of receiving a signed contract, weather permitting.
Professional geotechnical investigations services provided by D&S Engineering Labs, LLC are expected to be completed within six (6) weeks of receiving a signed contract, weather permitting.
FISCAL IMPACT:
Unbudgeted Financial Impact - $72,000 from the Hotel Occupancy Tax reserves will be used to fund both professional services agreements if approved.
RECOMMENDATION:
Staff recommends approving the negotiation and execution of both contracts for professional services from Pacheco Koch Consulting Engineers, Inc., and D&S Engineering Labs, LLC.
POSSIBLE COUNCIL ACTION:
1. I move to approve the negotiation and execution of professional services agreements with Pacheco Koch Consulting Engineers, Inc., and D&S Engineering Labs, LLC, and amend the budget accordingly.
2. I move to approve the negotiation and execution of professional services agreements with Pacheco Koch Consulting Engineers, Inc., and D&S Engineering Labs, LLC, and amend the budget accordingly with modifications.
