BACKGROUND:
The Public Works Department negotiated a Professional Services Agreement with Freese & Nichols, Inc. to perform a Risk and Resilience Assessment of our community water system which is required by AWIA (Americas Water Infrastructure Act of 2018) and mandated by the EPA (Environmental Protection Agency). Every water utility that serves more than 3,000 people must complete the assessment and submit a certification to the EPA.
Risk and Resilience Assessments evaluate the vulnerabilities, threats and consequences from potential hazards. These include natural hazards and malevolent acts, resilience of water facility infrastructure (including pipes, barriers, water sources, storage and distribution, computers and other automated systems), monitoring practices, financial systems, chemicals and operations and maintenance.
DISCUSSION:
The Public Works Department has negotiated a professional services agreement with Freese & Nichols, Inc. for the performance of an AWIA Risk and Resilience Assessment in the amount of $80,000.

This item supports the City's core value to provide functional, sustainable, and well maintained infrastructure, facilities and equipment.

FISCAL IMPACT:
Budgeted Financial Impact: Capital Improvement Program (CIP), Utility Improvements Fund in the amount of $80,000.

RECOMMENDATION:
Recommendation by City Administration to approve Resolution No. 2020-55 authorizing an agreement with Freese & Nichols, Inc. for performance of an AWIA Risk and Resilience Assessment in the amount of $80,000.
