Consider approving Resolution No. 2021-065 authorizing an agreement with O'Brien Engineering, Inc. for professional design services of the Cooks Creek Channel Improvements Project; and take appropriate action

BACKGROUND:
On January 7, 2021, the City Manager was notified by the Texas Division of Emergency Management (TDEM), that the City had been awarded a Pre Disaster Mitigation Grant for the Cooks Creek Channel Improvements. The grant was for the widening and reconstruction of the existing concrete channel for an estimated cost of $3,263,967. The grant funding is a 75%/25% share for which the City will be responsible for 25% or $881,991.75. Based on the requirements of the grant, The City shall follow all federal guidelines in procurement of professional services and construction work. The Public Works department issued an RFQ (Request For Qualifications) for the creek channel design services, seven (7) firms responded for which O'Brien Engineering, Inc. was one of the firms. After evaluating the firms, O'Brien Engineering, Inc. was found to still be well qualified to perform the engineering services required for this project.
DISCUSSION:
The City has negotiated a professional services agreement with O'Brien Engineering, Inc. for the design of the proposed widening and reconstruction of Cooks Creek Channel. This proposed contract will replace O'Brien Engineering, Inc. previous Council approved contract (Resolution No. 2018-057 dated June 5, 2018) for all work going forward.
FISCAL IMPACT:
Budgeted Financial Impact ($359,100.00 from the Stormwater CIP Fund)
RECOMMENDATION:
City Administration recommends approving Resolution No. 2021-065 authorizing an agreement with O'Brien Engineering for professional design services of the Cooks Creek Channel Improvements Project in the amount of $359,100.00.
