Consider approving Resolution No. R2021-078 authorizing a collection fee in the amount of 30% to be charged pursuant to Texas Code of Criminal Procedure Article 103.0031 on delinquent debts and accounts receivable assessed by Municipal Court; and take appropriate action

BACKGROUND:
The 30% add on collection fee was previously imposed by city council in 2006 with Ordinance 2861. This resolution will provide clarity as well as affirm the fee as a new collection firm is contracting with the city.
DISCUSSION:
City Administration reviewed Ordinance 2861 and believes it needs to provide more clarity, referring to 103.0031 of the Texas Code of Criminal Procedure.
FISCAL IMPACT:
None.
RECOMMENDATION:
City Administration recommends approving Resolution No. 2021-078 for a Municipal Court collection add on fee.
POSSIBLE COUNCIL ACTION:
1. I move to approve Resolution No. 2021-078, authorizing a collection fee in the amount of 30% for delinquent court citations
2. I move to approve Resolution No. 2021-078, authorizing a collection fee in the amount of 30%, with modifications
3. I move to table the issue for further study or take no action.
