BACKGROUND:

The Neighborhood Partnership Program (NPP) was established in 2017 to build collaborative and sustainable partnerships with the community through neighborhood enhancement projects. The city approved a fund matching structure capped at $50,000 for each project. Sign toppers, entry features, neighborhood exterior walls, and creek wall systems are examples of potential projects.
On April 6, 2021, City Council approved an NPP agreement for the property at 13562 Braemar. The owner, Emily Belf, approached City staff after recent storm events with concerns that their proposed project did not provide enough protection along their creek frontage. The original request was for only 35 linear feet of creek bank and the owner would like to protect their entire bank of 128 linear feet. Ms. Belf has provided City staff with videos of the creek flow during the storm events and City staff concurs with the need for additional creek bank protection.
Ms. Belf has submitted an updated cost estimate for the repair along their creek frontage. In accordance with the NPP guidelines, this project still qualifies for the 60/40 participation percentages since the City's portion at 60% does not exceed the $50,000 maximum. Based on the revised total cost of the project estimated at $70,000.00, the City participation would be $42,000.00 (60%) and the balance of $28,000.00 (40%) would be paid by homeowner. The original Council approved amount was $10,800 which is an increase of $31,200 for the total of $42,000 City participation. There are funds available in the Stormwater CIP fund to accommodate this increase. The Public Works Dept. will coordinate the project with the applicants.
