BACKGROUND:

The City has a goal to promote better pedestrian and bicycle-oriented trail network across the City. Many of the parks and existing trails as well as key Farmers Branch destinations such as the DART Station Area and shopping establishments are within easy walking and biking distance for the majority of the residents living in adjacent neighborhoods. In order to support this goal, the City has reviewed and assessed the City infrastructure and identified potential opportunities where sidewalks can be installed or replaced with wider sidewalks or installed sharrows to remind drivers that a cyclist has the same right to use the road lane as a vehicle. These opportunities are identified in the adopted (2015) Trail Master Plan (TMP).

 

Based on the recommendations of the TMP and recent commercial development that has occurred within the City, staff assessed the recommendations of the TMP and identified Bee Street from Valley View Lane to Valwood Parkway and Squire Place from Bee Street to Denton Drive as a high priority project. This project would provide a better pedestrian experience along Bee Street and Squire Place as well as promote cycling with the installation of sharrows on both lanes of Bee Street. In addition, staff has identified two locations for crosswalks that will provide safer crossings for pedestrians using the existing trail system along Rawhide Creek.

 

In 2019, the City hired an engineering firm, Urban Engineers Group, for the survey, design, and production of construction documents to be used during the bidding process.  The scope of work calls for wider sidewalks with barrier-free ramps, pedestrian crossing improvements, bicycle sharrows, signage, and pavement markings. The improvements will offer multimodal options while creating a more pedestrian-friendly environment for people of all ages and abilities.

 

DISCUSSION:

On May 17, 2021, seven (7) sealed bids were received and opened. All bids met specifications.  The lowest most responsible bidder is C. Green Scaping, LP with a bid in the amount of $1,201,501.80.  C. Green Scaping, LP has performed similar projects in the past and has provided adequate references.  The contract time is 200 calendar days.

 

The improvements involve four (4) areas within the central locale of the City.  The cost to construct the sidewalk and pedestrian improvements is $1,201,501.80.  The funding is available in the CIP bond fund. 

 

This item is consistent with the City’s Strategic Objectives C2 Provide attractive, unique, and connected spaces for community interaction and F1 Invest to maintain and provide high quality public assets.

 

FISCAL IMPACT:

Budgeted Financial Impact $1,201,501.80 from the Trail Improvement - CIP Bond Fund.

 

RECOMMENDATION:

City Administration recommends approving Resolution No. 2021-72 authorizing a contract with C. Green Scaping, LP for the Project in the amount of $1,201,501.80.

 

 

POSSIBLE COUNCIL ACTION:

1. I move to approve Resolution No. 2021-72 authorizing a contract with C. Green Scaping, LP for construction of the central area trail improvements project.

2. I move to approve Resolution No. 2021-72 authorizing a contract with C. Green Scaping, LP for construction of the central area trail improvements project, with modifications.
