BACKGROUND:
On January 5, 2021, the City Council supported Mayor Dye's formation of the Code Enforcement Task Force (CETF) for the purposes of reviewing and providing feedback on the City's existing property maintenance regulations as well as offering recommendations for code updates.

Between February 2021 and July 2021, Code Enforcement Manager Leo Bonanno facilitated four meetings of the CETF, collected ITS feedback, and created several drafts of the newly proposed Chapter 56. He has given several presentations to the City Council and collected their feedback.

The attached ordinance repeals the current Chapter 56: Property Maintenance in its entirety and enacts a new Chapter 56 that is believed by staff to be stronger, more clear, comprehensible, fair and consistent with other city codes as well as state statutes. It is also less redundant and less conflictive with other chapters, some sections of which will also be repealed as they are no longer needed.

DISCUSSION:
Code Enforcement Manager Leo Bonanno collected Council feedback at the last Study Session Meeting of July 13, 2021 and incorporated some minor changes into the ordinance presented today.

Staff will share a brief presentation at today's meeting but has attached copies of the last presentation as well as a new list of changes in document format to assist Council and the public view a summation of the changes proposed.

Staff will be available to answer questions.

RECOMMENDATION:
City staff recommends approving Ordinance No. 3696, as presented.
