BACKGROUND:
The City of Farmers Branch Camelot Landfill takes in residential, commercial and industrial waste from surrounding cities. Over time, bacteria decompose the organic material into solid waste, which produce landfill gas as a byproduct. Landfill gas is composed of methane, carbon dioxide, and a multitude of other chemicals. Depending on the concentration of methane, landfill gas can be explosive or flammable, therefore landfill owners and operators are required to control and mitigate the dangers of landfill gas. The City accomplishes this with the construction of a landfill gas collection system composed of a series of pipes and sumps, connected to large blower(s), which pull the landfill gas to an elevated flare (when the landfill gas-to-energy system is down for maintenance). The flare combusts the methane in the landfill gas to carbon dioxide, a less potent greenhouse gas.
DISCUSSION:
The City installed a landfill gas collection system at the Camelot Landfill in the early 1990s as a means to control landfill gas production. The flare system that was installed at that time was a John Zink flare system. Since that time, the City the landfill disposal footprint has increased and correspondingly, so has the gas collection system to control the landfill gas produced by recently deposited solid waste. With the most recent landfill gas system expansion, the amount of landfill gas produced exceeds the capacity of the existing flare. Therefore, a larger flare needs to be installed. Because the existing flare system is a John Zink system, the City will purchase a larger John Zink elevated flare, an additional blower, and associated blower, and flare components so it works seamlessly with the existing system. This resulted in a sole-source procurement requirement.
