Consider approving Resolution No. 2021-136 authorizing an Interlocal Cooperation Agreement for Mental Health and Justice System Assessment conducted by Meadows Mental Health Policy Institute between the Cities of Addison, Carrollton, Coppell, Farmers Branch and Dallas County; and take appropriate action

BACKGROUND:

The City of Farmers Branch, Town of Addison, City of Carrollton, City of Coppell and the Dallas County Criminal District Attorney’s Office are entering into an interlocal cooperation agreement for Mental Health and Justice Systems Assessment. This will allow for a study to determine a systemic approach to provide mental health services and reduces the need for emergency services and first responders for those in mental health crisis.

 

DISCUSSION:

Each of the cities will enter into agreement with Meadows Mental Health Policy Institute to provide a study which will provide recommendations for prevention-oriented mental health services. The initial agreement will be for a period of twelve (12) months. Each City will pay a portion of the cost through a phased approach. The City of Farmers Branch along with Addison, Carrollton and Coppell cities will each pay an equivalent portion of the cost for services in the amount of approximately $25,000 each. Dallas County will pay $200,000 towards the total $300,000 study.
