Consider approving Resolution No. 2021-137 authorizing the City Manager to execute an agreement with AdvanceOne Development for the installation of an elevated flare at Camelot Landfill; and take appropriate action

BACKGROUND:
The City owns and is the permittee for Camelot Landfill, a Type I municipal solid waste landfill. Over time, bacteria and other microorganisms decompose the organic material in solid waste. One of the byproducts of decomposition is landfill gas, of which a major component is methane. In order to comply with the facility air permit and state regulations, the city must capture and control the landfill gas produced at the facility. The amount of gas produced by the landfill has reached the maximum combustion capacity of the existing flare.
On September 21, 2021 City Council approved the purchase of an elevated landfill gas flare and blower from John Zink Company LLC. The flare will be capable of combusting the entirety of the landfill gas collected by the facility. This resolution, No. 2021-137, is to award a bid to construct necessary infrastructure and install the flare and blower that has been purchased from John Zink Company.
DISCUSSION:
Bid No. 21-19 was distributed to several companies for potential bids. Three companies responded and submitted bids. One company’s bid was rejected due to missing documentation. The other two companies’ bids were accepted. The lower bid of the two was AdvanceOne Development in the amount of $116,500.

RECOMMENDATION:
City Administration recommends approving Resolution No. 2021-137 authorizing the City Manager to execute an agreement with AdvanceOne Development for the installation of an elevated gas flare at Camelot Landfill for $116,500 and authorize the City Manager to execute change orders up to $50,000.
