Consider adopting Ordinance No. 3706 amending Chapter 2 “Administration” Article II “Board, Committees, and Commissions” Division 9A “Art and Culture Committee” by amending a scrivener error in Section 2-257 “Purpose and Authority” and Division 10 “Senior Advisory Board” amending Section 2-266 “Organization; Meetings; Rules of Procedures; Quorum; Vote” of the Code of Ordinances; and Section 2-268 “Duties and Responsibilities” relating to the organization, meetings, and duties of the Senior Advisory Board; and take appropriate action

BACKGROUND:
The enabling ordinance establishing the Art and Culture Committee referenced a Public Art Program that was never formally adopted. That ordinance was amended to reflect the need to “study, consider, and make recommendations to the City Council regarding the establishment of a public art and culture program”. Due to a scrivener’s error the word “culture” was omitted when referencing said program. This ordinance corrects that omission.
On August 12th, 2021, the Senior Advisory Board approved the suggested edits for amending Article II “Board, Committees, and Commissions” Division 10 “Senior Advisory Board” Section 2-266 “Organization; Meetings; Rules of Procedures; Quorum; Vote”; and Section 2-268 “ Duties and Responsibilities” of the Code of Ordinances of Chapter 2 “ Administration.” The Senior Advisory Board believes the current verbiage warranted an update or was no longer applicable.
DISCUSSION:
The Senior Advisory Board reviewed Article II “Board, Committees, and Commissions” Division 10 “Senior Advisory Board” Section 2-266 “Organization; Meetings; Rules of Procedures; Quorum; Vote”; and Section 2-268 “ Duties and Responsibilities” of the Code of Ordinances of Chapter 2 “ Administration.” Upon review, the Senior Advisory Board expressed concern that some of the language was no longer applicable or was in need of revision. The Senior Advisory Board presented and voted on the suggested edits that would allow the wording to reflect the way the Board currently operates.
Ordinance 3706 adds and amends the following:
- Section 2-266 (a) - move regular board meeting from September to July.
- Section 2-266 (b) - omit “except July and August” and “Board meetings may be held in July and August if deemed necessary. Board Meetings shall be public in nature.”
- Section 2-266 (b) - add “provided, however, a meeting may be canceled upon a vote of the Board. Board meetings shall be conducted in compliance with the Texas Open Meetings Act.”
- Section 2-268 (a) - replace “the senior center” with “The Branch Connection.”
- Section 2-268 (b) - omit “treasurer”.
- Section 2-268 (b) (1) - omit “He”.
- Section 2-268 - omit entirety of (b) (3) - references the role of the treasurer.
- Section 2-268 - (b) (4) to replace (b) (3).
RECOMMENDATION:
City Administration recommends adopting revisions to Ordinance 3706 amending Article II “Board, Committees, and Commissions” Division 10 “Senior Advisory Board” Section 2-266 “Organization; Meetings; Rules of Procedures; Quorum; Vote”; and Section 2-268 “ Duties and Responsibilities” of the Code of Ordinances of Chapter 2 “ Administration.”
POSSIBLE COUNCIL ACTION:
1. I move to adopt Ordinance No. 3706 amending Article II “Board, Committees, and Commissions” Division 10 “Senior Advisory Board” Section 2-266 “Organization; Meetings; Rules of Procedures; Quorum; Vote”; and Section 2-268 “Duties and Responsibilities” of the Code of Ordinances of Chapter 2 “Administration.”
2. I move to adopt Ordinance No. 3706, with modifications.
3. I move to table the issue for further study or take no action.
