Update regarding NCTCOG - Land Use/Transportation Task Force - October 20, 2021 meeting.

BACKGROUND:
The purpose of this item is to provide a brief update on NCTCOG Land Use/Transportation task force meeting presentation. The Coordinated Land Use and Transportation Planning Task Force is a forum for North Texas local governments to discuss best practices around coordinating land use and transportation plans, policies, and projects. These discussions focus on the influence land use has on transportation system performance and how transportation practices shape the development and design of land uses. The goal of the task force is to provide information sharing and best practices from across the Dallas-Fort Worth region.
The agenda for the October meeting included the following:
• Richardson IQ District - City of Richardson;
• Dallas 1,000-unit TOD housing challenge;
• Value Capture in North Texas: Land Use paying for Transportation
o NCTCOG - Introduction and regional TIRZ inventory
o Irving Blvd - Tax Increment Finance District - Imelda Speck, City of Irving
o Downtown Plano and Collin Creek Mall TIRZ - Peter Braster, City of Plano
o The Economics of Land Use - Tom Yantis, Assistant City Manager, City of Taylor
Staff would like to review the Richardson IQ District and the Dallas 1,000-unit TOD housing challenge presentation with the Commission as both topics are good examples of long-range planning and form-based code implementation. Farmers Branch station area TOD is going through similar efforts comparable to the Dallas TOD projects. The city is also evaluating attainable housing solutions, where the Dallas TOD projects had some good insights.
