BACKGROUND:
Community Development Block Grant (CDBG) eligible projects are those that improve or maintain existing low-to-moderate income neighborhoods, promote low-income home ownership, or eliminate community-threatening conditions. Eligible projects typically involve infrastructure upgrades such as water and sewer line replacements.

Three areas of the City meet the qualifications for the required low-to-moderate income standard for CDBG funds. The area generally bounded by Spring Valley Lane, Josey Lane, Dennis Lane, Valley View Lane, and Interstate Highway 35 E northbound service road; the area generally bounded by Fyke Road, Dennis Lane, Valwood Parkway, Ivanwood Lane, Janwood Lane, and Josey Lane; and the area generally bounded by Marsh Lane, Valley view Lane and IH 635.

Dallas County has been awarded an additional $1,736,493 in CDBG-related CARES Act II funding that can also be used for eligible projects in cities that participate in the County's CDBG program. This CARES Act funding will be allotted to eight CDBG cities (Balch Springs, Cockrell Hill, Farmers Branch, Glenn Heights, Hutchins, Lancaster, Seagoville, and Wilmer) who submitted eligible project applications for this funding. In this case, the City of Farmers Branch previously nominated replacing the water main along Hollandale Lane from Josey Lane to Dennis Lane. The cost estimate for this project is $350,000.

DISCUSSION:
Dallas County has informed City Administration that the water main replacement along Hollandale Lane from Josey Lane to Dennis Lane meets the County's CDBG criteria and has awarded $350,000 of CDBG-related Cares Act II funding, pending Council approval.
