BACKGROUND:
On December 18, 2020, Freese and Nichols completed an assessment of the Rawhide Creek Infrastructure. This assessment included a list of 10 areas of concern needing repair. City Council was presented this infrastructure assessment at the Strategic Planning Session on January 27, 2021. Council directed staff to move forward with the design and subsequent construction repair work for the identified projects. The subject culverts had the highest priority. As part of the City's ongoing storm water management program, Manske Library cove has been showing signs of deterioration of the gabion structures and stone retaining wall. The overall cove has experienced issues with silt filling the cove and creating an undesirable condition. The discussion has been to fill the cove and add more usable green space behind the library.

DISCUSSION:
One July 20, 2022, Public Works department received and opened two (2) bids for the Josey Lane & Webb Chapel Road Culvert Rehabilitation and Library Cove Reconstruction project. The low bidder is Stoic Civil Construction, Inc. with a bid in the amount of $962,400. The successful contractor has performed similar projects in the past and has provided adequate references. The proposed contract was prepared using estimated quantities and will be awarded on a unit price basis. This item is consistent with the City's Guiding Principles relative to providing functional, sustainable, and well-maintained infrastructure, facilities and equipment.

Budgeted Financial Impact ($962,400 from the Stormwater CIP Fund)
