BACKGROUND:

Residents have expressed concerns over vehicles being parked on Chartwell Crest, particularly during the 10 p.m. to 6 a.m. hours. At issue is that vehicles parked on Chartwell Crest, between Wittington Place and Mercer Parkway, obstruct the view of motorists exiting or entering the residential side streets to the degree it creates a safety hazard. Moreover, vehicles parked on any section of Chartwell Crest that does not include cutout parking spaces, causes through traffic to drive into and over the roadway's midpoint, making two-way traffic difficult and dangerous.
To address these issues, it is proposed that Chapter 82, Article II, Division 6, Section 82-95 be amended to add no parking zones on Chartwell Crest. Parking would be prohibited on Chartwell Crest, between Wittington Place and Bramshaw Trail, between the hours of 10:00 p.m. to 6:00 a.m. and parking would be prohibited on Chartwell Crest, between Bramshaw Trail and Mercer Parkway, during all hours.
DISCUSSION:

The goal of amending Chapter 82, Article II "Operation of Vehicles", Division 6 "Parking", Section 82-95 "No Parking Zones" of the City of Farmers Branch municipal ordinances is to provide a public roadway that is reasonably clear of obstruction while not infringing on the public's access to and enjoyment of the area's attractions and amenities.
Prohibiting vehicles from parking on Chartwell Crest, between Wittington Place and Bramshaw Trail, from 10 p.m. and 6 a.m. will address the period when the roadway is most congested due to it being utilized for overnight parking.
