Consider approving Resolution No. 2024-050 approving a detailed site plan for two lots on two tracts, totaling approximately 6.49 acres, located at 13737 and 13757 North Stemmons Freeway; and take appropriate action.

BACKGROUND:

The applicant is seeking approval for a detailed site plan for proposed modifications along the frontages of two parcels on a 6.49-acre tract of land located at 13737 and 13757 North Stemmons Freeway within Planned Development No. 25 (PD-25). This PD requires City Council approval for major site modifications, such as pavement and landscape improvements. In May 2020, TxDOT acquired sections of property adjacent to North Stemmons Freeway (IH-35E) for a highway expansion project. This acquisition removed each subject area's driveway sections, landscaping, and parking areas.

 

An approved detailed site plan is required to issue building permits, allowing the construction of new driveways, landscaping, and parking for the affected site. Both properties operate as warehouses and distribution centers and do not propose changes affecting their use. Beyond approving a detailed site plan, the applicant requires no special exceptions for any stipulations within PD-25 or our Comprehensive Zoning Ordinance (CZO).

RECOMMENDATION:

On March 25, 2024, the Planning and Zoning Commission unanimously recommended approval of the detailed site plan.
