BACKGROUND:
In September of 2015 the City approved a Local Project Advance Funding Agreement with the Texas Department of Transportation for the Brookhaven College - Intercity Connection Project (the Project). The Project is for the widening of the northbound pedestrian bridge along the east side of Marsh Lane over Farmers Branch Creek and install flashing pedestrian crosswalk beacons at Valley View Lane at Rosser Road. This Project is partially funded by the State and County with City matches. This Project is also a recommended in the Citywide Trail Master Plan.
The design consists of widening the walkway along the northbound Marsh Lane bridge by extending to the east, increasing the sidewalk width, connecting the Brookhaven College campus walkway to the north side of the bridge sidewalk and providing new bridge rails.
DISCUSSION:
On December 5, 2018, four (4) bids were received and opened for the construction to widen northbound Marsh Lane pedestrian bridge and installation of a flashing crosswalk beacons along Valley View Lane at Rosser Road project. All bids met specifications. The low bidder is Ashlar Contracting Company with a bid in the amount of $613,333. Ashlar Contracting Company has performed similar projects in the past and has provided adequate references. The contract time is 214 calendar days. Texas Department of Transportation (TXDOT) requires that all bids be approved by the State prior to award and release of funding. TXDOT has reviewed the bids and concurs with the City’s recommendation.

FISCAL IMPACT:
1. Budgeted Financial Impact (Estimated $472,432; Non-bond Capital Improvement Program Trail Improvement Project)
2. Unbudgeted Financial Impact (Estimate to outsource inspectors for project is $200,000, Bond Fund, Trails and Sidewalks)
RECOMMENDATION:
City Administration recommends approving Resolution No. 2019-12 authorizing the City Manager to enter into a contract with Ashlar Contracting Company for construction to widen the northbound Marsh Lane pedestrian bridge and install a flashing beacon crosswalk at the intersection of Valley View Lane at Rosser Road in the amount of $613,333.
POSSIBLE COUNCIL ACTION:
1. I move to approve Resolution No. 2019-12 authorizing the City Manager to enter into a contract with Ashlar Contracting Company for construction to widen the northbound Marsh Lane pedestrian bridge and install a flashing beacon crosswalk at the intersection of Valley View Lane at Rosser Road.
2. I move to approve Resolution No. 2019-12 authorizing the City Manager to enter into a contract with Ashlar Contracting Company for construction to widen the northbound Marsh Lane pedestrian bridge and install a flashing beacon crosswalk at the intersection of Valley View Lane at Rosser Road, with modifications.
3. I move to table the issue for further study or take no action.
