Consider approving Resolution No. 2017-037 approving an agreement with Lina T. Ramey and Associates, Inc. for professional services associated with the design of the Westside Trail connection from the DART Station to the west city limit; and take appropriate action.

BACKGROUND:
The City's adopted Trail Master Plan includes the Westside Trail connection from the DART Station to Irving and the Campion Trail. In May 2016, City Council approved Resolution No. 2016-044 entering into the Project Specific Funding Agreement with Dallas County relative to the Westside Trail connection. This funding agreement specifies that the City and County will each bear 50% of the cost for the project with an estimated project cost of $3,000,000. The City's portion of the project funding is included in the Non-Bond CIP Fund.

This Westside Trail project will be for trails from the DART Station to Mercer Parkway and then from approximately Valley View Lane and State Highway 190 to Irving. The central portion of the trail will be completed by developers thanks to their willingness and to the hard work and dedication of Andy Gillies and the planning team.

DISCUSSION:
The next step in the process is contracting with a consultant to recommend the route, determine right-of-way ownership/needs, locate utilities, all of which are part of the preliminary design process.

Staff from Public Works, Planning and Parks have interviewed and negotiated a professional services agreement with Lina T. Ramey and Associates, Inc. (LTRA) to perform preliminary design of the Westside Trail plan in an amount not to exceed $158,819.50. This preliminary design process will result in plans that are 30% complete.
