Consider approving Resolution No. 2018-012 authorizing a contract with Vanguard Utility Services, Inc. for large water meter replacement at various locations; and take appropriate action.

BACKGROUND:
The Public Works Department requests bids for large meter replacement on an annual basis. Any meter that is three inches in diameter or greater is considered a large meter. Large meters are generally located at commercial properties which are large volume water users. Replacing large meters is necessary to curtail unmetered water loss and maintain revenue from water sales.
DISCUSSION:
The proposed 2017-2018 water meter replacement contract includes replacing meters, bypass valves, vaults and all parts necessary at two main locations plus three add-alternate locations. Funds are available in the Utility Division Operations budget for $100,000.
The Public Works Department requested bids for large meter replacement. On February 6, 2018, three bids were received and opened. Vanguard Utility Services, Inc. submitted the lowest bid for $83,160.00. Vanguard Utilities Services, Inc. has met all qualifications for similar work.
RECOMMENDATION:
City Administration recommends approving Resolution No. 2018-012 authorizing a contract with Vanguard Utility Services, Inc. for large water meter replacement at various locations in an amount of $83,160.00.
POSSIBLE COUNCIL ACTION:
1. I move to approve Resolution No. 2018-012 authorizing a contract with Vanguard Utility Services, Inc. for large water meter replacement at various locations.
2. I move to approve Resolution No. 2018-012 authorizing a contract with Vanguard Utility Services, Inc. for large water meter replacement at various locations, with modifications.
3. I move to table the issue for further study or take no action.
