BACKGROUND:
Freese and Nichols performed an initial study on the Farmers Branch Creek watershed and provided City Council with a suggested list of priority projects to address stormwater issues. Council approved their list of provided priorities relative to Farmers Branch Creek.
In November of 2018 City Council was presented with an Emergency Risk Assessment for a reach along Farmers Branch Creek where two (2) dam failures had occurred. Due to the dam failures and subsequent emergency repairs, the flow characteristics along the affected reach had changed requiring a need for an update to the creek study.
DISCUSSION:
An Engineering Services Agreement has been negotiated with Freese and Nichols for an updated study of the Farmers Branch Creek for $56,587. The reevaluation of the creek is for the areas of the dam failure repairs that were recently completed. The reevaluation will be completed within ninety (90) calendar days and will be funded by the Storm Water Utility Operating Budget.
Freese and Nichols was selected on the basis of performing the original creek study.
FISCAL IMPACT:
1. Budgeted Financial Impact (2018-2019 Storm Water Utility Operating Budget, with a balance of $413,644).
RECOMMENDATION:
City Administration recommends approving Resolution No. 2019-042 authorizing an agreement with Freese and Nichols for Professional Engineering Services for the Farmers Branch Creek Study Update of the project in the amount of $56,587.
